Highland Terrace is a thoughtfully designed affordable apartment community featuring 66 homes open to all applicants, subject to income eligibility requirements. The community was developed in partnership with the Richmond Redevelopment and Housing Authority (RRHA), Virginia Housing, and the Department of Behavioral Health and Developmental Services (DBHDS).

Please note: Income limits are based on the total number of people in your household, not the size of the apartment home. Total household income must be at least three times the monthly rent.

Application Review
All applications are reviewed using the same resident selection criteria, including verification of income and assets, landlord references, and standard background screening for all household members age 18 and older, in accordance with applicable laws and program requirements
Application Fee
A non-refundable application fee of $25 per adult (age 18 or older) is required at the time of application
